场景驱动农业颠覆性技术创新的逻辑、机制与政策OA

The Logic,mechanism and policy application of scenarios-driven disruptive agricultural technological innovation——Taking China's genetically modified insect-resistant cotton technological innovation as an example

把握场景驱动新范式,持续培育农业重大原创性、颠覆性科技成果,是推动实现农业强国宏伟目标的关键.为此对中国转基因抗虫棉技术创新案例进行探索性研究,揭示场景驱动农业颠覆性技术创新的逻辑与机制.研究发现:场景驱动范式遵循场景痛点锚定驱动生成、场景验证耦合驱动孵化、场景方案供给驱动产业化和场景生态构建驱动再生四阶段的基本逻辑;场景驱动农业颠覆性技术创新的过程机制包括需求驱动机制、技术验证评估机制、协同创新机制和重大专项递进发展机制.最后,提出畅通场景驱动农业颠覆性技术创新流程的适配政策,以共创共赢共生的创新生态系统加速培育重大农业科技创新,为实现农业强国和中国民族伟大复兴储蓄动能.

Mastering the new paradigm of scenario-driven innovation and continuously cultivating major,original and disruptive agricultural technological achievements is the key to achieving the ambitious goal of becoming an agricultural powerhouse.To this end,an exploratory study was conducted on China's anti-pest cotton technological innovation to uncover the logic and mecha-nisms of scenario-driven disruptive agricultural technological innovation.It is found that:firstly,the scenario-driven paradigm fol-lows the basic logic consisting of four stages:scenario pain point anchoring drives generation,scenario validation coupling drives incubation,scenario solution provision drives industrialization,and scenario ecosystem construction drives regeneration;second-ly,the process mechanisms of scenario-driven agricultural disruptive technological innovation include the demand-driven mecha-nisms,technology validation and evaluation mechanisms,collaborative innovation mechanisms,and major special projects'pro-gressive development mechanisms.Finally,recommendations for policies to facilitate the smooth flow of scenario-driven agricul-tural technological innovation were proposed,aiming to create a mutually beneficial,symbiotic innovation ecosystem that acceler-ates the cultivation of major agricultural technological innovations and accumulates momentum for achieving the goals of becom-ing an agricultural powerhouse and realizing the great rejuvenation of the Chinese nation.
