大中型水库生态流量核定与优化调度研究OA
Ecological Flow Determination and Optimal Scheduling of Large and Medium-sized Reservoirs
当前大中型水库生态流量核定仅采用多种方法对生态流量进行重复计算,而对生态流量目标设定值的合理性与区域协调性考虑并不充分.为了进一步完善大中型水库生态流量核定的工作路径与技术方法,以浙江省平阳县顺溪水库为例,提出了基于供需平衡分析的生态流量目标复核论证方法.将水库水资源系统充分概化后,通过多种方法初步计算水库生态流量;基于水资源供需平衡原理,分析各方法计算的生态流量目标与现有水库供水任务的协调性;最后综合确定水库生态流量目标,并开展水库多目标优化调度研究,协同配置各用水户的供水量.结果显示:兼顾顺溪水库城乡生活、工业生产、农业灌溉等供水任务,核定顺溪水库生态流量目标为 0.46 m3/s.基于核定结果,构建顺溪水库生态流量多目标优化调度模型,提出城乡供水、生态流量与灌溉供水调度线,3 个行业的年保证率分别为 95.3%、91.1%和 86.4%,年缺水量减少 209 万 m3.结果表明:当前生态流量的计算方法较多,各方法的计算结果间存在差异,对于大中型水库的生态流量核定目标的选取,应是各用水户协同配置的结果,在充分保障城乡供水的条件下,综合确定生态流量目标,实现人水和谐.研究结果为大中型水库生态流量核定工作提供系统方法和实践案例,同时也为顺溪水库调度管理提供科学依据.
Currently,the determination of ecological flow for large and medium-sized reservoirs only involves repetitive calculations using multiple methods,without sufficient consideration of the rationality and regional coordination of ecological flow target setting.To further improve the working path and technical methods for the determination of ecological flow in large and medium-sized reservoirs,the Shunxi Reservoir in Pingyang County,Zhejiang Province is taken as an example,and a method for rechecking and arguing the ecological flow target is proposed based on supply and demand balance analysis.After fully generalizing the water resources system of the reservoir,the ecological flow of the reservoir is initially calculated using multiple methods.Based on the principle of water resources supply and demand balance,the coordination between ecological flow targets calculated by each method and existing water supply tasks of reservoir is analyzed.Finally,the ecological flow target of the reservoir is comprehensively determined,and a multi-objective optimal scheduling study of the reservoir is carried out to coordinate the water supply for various water users.The results show that after taking into account the water supply tasks of urban and rural life,industrial production,and agricultural irrigation,the ecological flow target of the Shunxi Reservoir is determined to be 0.46 m3/s.Based on the determination result,a multi-objective optimal scheduling model for the ecological flow of the Shunxi Reservoir is constructed,and the scheduling lines for urban and rural water supply,ecological flow,and irrigation water supply are proposed.The annual guarantee rates of the three industries are 95.3%,91.1%and 86.4%,respectively,and the annual water shortage is reduced by 2.09 million m3.The results show that there are many methods for calculating ecological flow at present,and there are differences among the calculation results of each method.For the selection of the ecological flow determination target of large and medium-sized reservoirs,it should be the result of the coordinated allocation of various water users.Under the condition of fully ensuring urban and rural water supply,the ecological flow target should be comprehensively determined to achieve harmony between humans and water.The research results provide a systematic method and practical case for the determination of ecological flow in large and medium-sized reservoirs,and also provide a scientific basis for the dispatching and management of the Shunxi Reservoir.
