农药是现代农业不可或缺的重要生产资料,关系到国家粮食安全和重要农产品供给,同时作为一类特殊产品,又深刻关系到人畜健康、农产品质量安全和生态环境安全.农药管理法律法规是确保安全和推动产业发展的根本保障,是政府进行管理的基本依据.本文从历史发展脉络出发,对现阶段我国农药管理法律法规总体情况进行系统梳理和分析,并提出下一步工作建议.
Pesticides are indispensable critical means of production in modern agriculture,and they directly concern national food security and the supply of essential agricultural products.As a special product category,they are also closely linked to human and animal health,agricultural product quality and safety,and ecological environment safety.Pesticide administration laws and regulations serve as the fundamental guarantee for safeguarding safety and promoting industrial development,as well as the primary basis for government regulation.Starting from the historical development context,this paper systematically reviews and analyzes the current status of China's pesticide administration laws and regulations,and puts forward actionable suggestions for subsequent work.
