再造共识:积分制提升乡村治理效能的内在逻辑OA

Based on the interactive perspective of action and cognition in social psychology,an analytical framework of"action adjustment-participation feedback-consensus consolidation"is constructed to examine the process of point-based governance in rural areas of the suburbs of Shanghai and explain the internal logic of how the point-based system enhances the efficacy of rural governance.The results show that,as the relationship between the state and the farmers transforms and rural social consensus disperses,the point-based system has re-established institutionalized interest connections and behavioral orders between state governance requirements and rural social subjects by integrating internal consensus,thereby enhancing the governace efficacy of rural society.Specifically,the operation of rural point-based governance includes three key processes:action adjustment driven by the system,participation feedback driven by the individuals'initiative,and consensus consolidation within the village.Under the influence of rule guidance and interest drive,willingness activation and habitus transformation,as well as concept reshaping and cognitive internalization,the foundation for rural consensus generation is jointly constructed,injecting sustainable momentum into the enhancement of rural governance efficacy through the point-based system.Accordingly,it is suggested that in implementing the point-based system,the instrumental rules of policy should be fully integrated with the value-based identification in rural society,and that the cultivation of intrinsic consensus should be emphasized to achieve the endogenous development of governance efficacy.
