基层干部"短视频+直播"助农的前因组态与效益分异OA
Configurational antecedents and impact heterogeneity of"short video+live streaming"for agricultural assistance by grassroots officers
基于山西省X县127个行政村的实地调研数据,运用fsQCA与PSM方法,实证分析基层干部"短视频+直播"助农的驱动路径与实践效益.结果表明,基层干部"短视频+直播"助农由技术、组织、环境等多条件协同驱动,形成内应外合型、顺势而为型、因势利导型与压力牵引型四类组态,不同类型驱动路径所产生的村庄发展效益具有显著异质性.内应外合型在技术适配、组织响应与外部资源有效对接的基础上,全面推动村庄在就业与民生、产业经济、基层治理及绿色发展等多个维度的协同增效.顺势而为型尽管具备一定的技术投入与外部支持,但由于未能与本地资源禀赋和实际需求有效匹配,其综合效益表现疲软,存在"高投入-低效能"困境.因势利导型虽能够显著提升村庄综合效益,但在推进就业与民生改善方面存在结构性短板.压力牵引型则因技术应用与村庄实际脱节、政策执行悬浮于现实需求之上,未能有效激发村庄社会经济活力,且在一定程度上抑制其内生发展动力,反而不利于村庄社会经济发展.据此,建议优化基层干部"短视频+直播"助农培育村庄的选择机制,构建多村联动数字化产业生态,同时设立数字任务白名单制度,在政策执行上赋予基层更多的弹性空间.
Based on a field survey on 127 villages in X county,Shanxi province,this paper applies fsQCA and PSM methods to empirically analyze the antecedent configuration and divergent effects of grassroots officers'efforts to assist agriculture by"short video+live streaming".The results show that four types of implementation configuration emerge from technology-organization-environment interactions:the responsive-coupling type,the opportunity-driven type,the resource-adapted type,and the pressure-propelled type.The developmental benefits generated by different types of driving paths exhibit significant heterogeneity.The responsive-coupling type built on technological adaptability,organizational responsiveness,and effective integration of external resources,comprehensively promotes synergistic improvements across multiple dimensions such as employment and livelihoods,industrial economy,grassroots governance,and green development.The opportunity-driven type,which enjoys certain technological investments and external support,fails to align effectively with local resource endowments and actual needs,resulting in weak comprehensive benefits and a"high-input and low-efficiency"dilemma.The resource-adapted type,while notably enhancing overall benefits,fails to advance employment and livelihoods.The pressure-propelled type,due to a disconnect between technology application and village realities,coupled with policy implementation detached from actual needs,fails to effectively stimulate socio-economic vitality and even suppresses endogenous development momentum to some extent.Accordingly,it is suggested that village selection mechanisms should be optimized to build multi-village digital industrial ecosystem,and that a digital task white-list system should be established to allow greater policy flexibility in implementation.
