碳达峰、碳中和背景下新疆CCUS面临的机遇与挑战及未来发展路径OA
Opportunities,challenges and future development pathways for CCUS in Xinjiang in the context of carbon peaking and carbon neutrality
在碳达峰、碳中和目标驱动下,新疆作为中国能源战略核心区与碳封存潜力高地,其CCUS(碳捕集、利用与封存)技术发展面临重大机遇与挑战.文中系统分析了新疆CCUS的技术基础、资源禀赋及政策环境,指出其三大机遇.1)地质条件优越,准噶尔、塔里木等盆地理论封存潜力超4800亿t,源汇匹配度高.2)政策支持明确,国家与自治区专项规划提供资金与集群化布局保障.3)技术积累初具规模,CO2驱油示范工程成效显著,管道输送与监测技术实现突破.然而,CCUS大规模推广面临的挑战亦不容忽视:地质构造复杂导致储层非均质性强、注入压力高;全流程成本高,经济性劣势突出;生态环境风险防控体系缺失,盖层泄漏与地下水污染隐患并存;跨区域协同机制尚未建立,源汇空间错配与利益分配矛盾亟待解决.未来需通过技术创新降低能耗、优化政策激励、完善风险监测网络,并推动"源-汇-市场"跨区域联动,以实现新疆CCUS技术的规模化应用与可持续发展.
Driven by the targets of carbon peaking and carbon neutrality,Xinjiang(China),as the core area of China's energy strategy and the highland of carbon sequestration potential,faces significant opportunities and challenges in the development of its CCUS(carbon capture,utilization and storage)technology.This study systematically analyzes the technological foundation,resource endowment and policy environment of CCUS in Xinjiang(China),and points out three major opportunities.Firstly,the excellent geological conditions made the theoretical storage potential being of over 480 billion tonnes in Junggar and Tarim basins,and high matching degree of sources and sinks.Secondly,clear policy support from the special plans of the state and the autonomous region provide financial and clustering layout protection.Thirdly,the accumulation of technology has been shaped,with the demonstration project of CO2-driven petroleum achieving remarkable results,and pipeline transport and monitoring technology achieving breakthroughs.However,the challenges should not be ignored.The complex geological structure leads to strong reservoir inhomogeneity and high injection pressure,the high cost of the whole process highlights the economic disadvantage,the ecological and environmental risk prevention and control system is missing,capping leakage and groundwater contamination coexist,the mechanism of inter-regional cooperation has not yet been established,and mismatch of source and sink space and contradiction of benefit distribution need to be solved urgently.In the future,it is necessary to reduce energy consumption through technological innovation,optimize policy incentives,improve the risk monitoring network,and promote the'source-sink-market'cross-regional linkage,to realize the large-scale application and sustainable development of CCUS technology in Xinjiang.
