基于数量、质量、潜力"三位一体"定量评价的承德市自然资源禀赋研究OA
An approach to quantitative evaluation of natural resource endowment in Chengde City:Perspectives of quantity,quality and potential
自然资源禀赋反映一个地区资源的空间分布状况、整体优劣势及组合结构等特征,掌握资源禀赋是自然资源开发利用管理的基础,对其进行定量评价具有重要意义.文中以国家生态文明建设示范区承德市为研究区,构建了涵盖多门类自然资源数量、质量、潜力的18项禀赋评价指标体系,建立市级尺度"底板×厚度"的自然资源禀赋定量评价方法,综合运用地理集中指数、标准差椭圆、核密度方法,实现了承德市自然资源禀赋空间分布特征分析和禀赋区划.结果显示:1)森林和地下水为优势资源,耕地、建设用地、草原为弱势资源,地表水和矿产为劣势资源.2)资源禀赋表现出不同程度的集中趋势,其中优越禀赋等级呈现"大范围覆盖、局部富集"特征,明显优均衡禀赋等级呈现"小范围覆盖、局部聚集"特征,明显弱均衡和明显脆弱禀赋等级分别大范围分布于承德的西部和北部.3)承德自然资源禀赋的整体趋势是南优北劣,划分为单一资源富集区、优势资源均匀区、优弱资源不均衡区、弱势资源均匀区和多门资源脆弱区,各资源区有其特有的资源组合型.4)地下水资源在支撑其他资源上起到至关重要作用,建议未来从优弱资源不均衡区入手,加强国土科学绿化和地下水资源可持续开发利用双重管理,优化自然资源空间格局,提升区域自然资源禀赋.研究表明文中建立的数量、质量、潜力"三位一体"评价方法能够实现市级尺度自然资源禀赋定量评价,为推动"单一要素管理"向"自然资源全要素一体化保护修复"的范式转变提供科学依据.
Natural resource endowment reflects the spatial distribution,overall strengths and weaknesses,and structural composition of resources in a region.Understanding resource endowment is fundamental to the management of resource development and utilization,making its quantitative assessment highly significant.We take Chengde City,a national demonstration zone for ecological civilization construction,as the study area,establish an evaluation index system comprising 18 indicators that cover the quantity,quality,and potential of multiple categories of natural resources,and develop a quantitative assessment method for natural resource endowment based on"foundation × thickness".By comprehensively applying the geographic concentration index,standard deviation ellipse,and kernel density analysis,this study analyzes the spatial distribution characteristics of natural resource endowment in Chengde City and delineates its endowment zones.The results indicate that:1)Forest and groundwater are the superior resources,farmland,construction land and grass are the weaker resources,while surface water and mineral are the inferior resources.2)Resource endowment shows concentration characteristics at different levels:The superior endowment level appears wide coverage and local enrichment,the obviously optimal equilibrium endowment level presents small-region coverage and local aggregation,while the obviously weak equilibrium and obviously fragile endowment levels are widely distributed in the west and north of Chengde,respectively.3)The overall trend of natural resource endowment in Chengde is superior in the south region and inferior in the north,which can be divided into rich areas of single resource,uniform areas of superior resources,unbalanced areas of superior and weak resources,uniform areas of weak resources and fragile areas of multiple resources.Each resource area has its own unique resource combination type.4)Ground water resource plays a vital role in supporting other resources.It is suggested that in the future,we should start from the unbalanced areas of superior and weak resources,strengthen the dual management of scientific land greening and sustainable development and utilization of groundwater resources,optimize the spatial pattern of natural resources,and enhance the regional natural resource endowment.The research demonstrates that the established quantity-quality-potential"Trinity"evaluation method can realize the quantitative evaluation of natural resource endowment at the municipal scale,and providing a scientific basis for promoting the paradigm shift from single factor management to all factor integrated protection and restoration of natural resources.
