近年来人工智能进入高速发展阶段,呈现出跨领域融合的显著特征.我国高度重视人工智能与电力领域的融合发展,而目前相关应用实践大多聚焦于电力运行层面,在电力规划层面的应用尚处于起步阶段.本文系统探讨人工智能赋能电力规划的发展前景与挑战.首先回顾人工智能技术的兴起及其在电力领域的应用现状,分析新型电力系统规划对人工智能的迫切需求,接着提出人工智能赋能的电力规划体系,涵盖宏观分析、边界特性参数确定、电力电量平衡、安全稳定校核和中长期演化分析等各个环节,最后讨论在数据、模型和算力方面的挑战并提出发展建议.本文旨在为推进电力规划智能化提供系统性方法论参考,并为应对新型电力系统规划挑战提供新思路.

In recent years,artificial intelligence has entered a phase of rapid development,marked by significant cross-domain integration.China attaches great importance to the integrated development of AI and the power sector.However,current applications and practices predominantly focus on power system operation,while their application in the field of power planning is still in its early stages.This paper systematically explores the development prospects and challenges of AI-empowered power planning.It begins by reviewing the rise of AI technology and its application status in the power sector,followed by an analysis of the urgent needs of new-type power system planning for AI.Subsequently,it proposes an AI-empowered power planning system covering various stages such as macro-analysis,determination of boundary characteristic parameters,power and energy balance,security and stability checks,and medium-to long-term evolution analysis.Finally,it discusses challenges related to data,models,and computing power,and proposes development recommendations.This paper aims to provide a theoretical reference for advancing the intelligentization of power planning and to support the construction of China's new-type power systems.
