国家储备林促进集体林区发展的综合效应评价指标体系构建OA
Construction of an Evaluation Index System for the Comprehensive Effects of National Reserve Forests on the Development of Collective Forest Regions
国家储备林项目为推动集体林区发展提供了机遇,但当前学界尚无国家储备林促进集体林区发展的综合效应评价指标体系.本研究通过对已有文献的归纳总结,结合实地调研经验,从经济、生态和社会效应三个维度构建了综合评价体系,并提供了可行的数据收集方法.具体而言,经济效应包含林木蓄积量增长量、单位面积林业产值增长量等 13个二级指标,生态效应包含生态系统服务效应、森林生态系统健康指数等 4个二级指标,社会效应包含林业就业人数、经营主体多样化等 8个二级指标.本研究提出的指标体系能够有效反映国家储备林促进集体林区发展的综合效应,为相关部门评估国家储备林建设效果提供一定的参考.
The National Reserve Forest(NRF)Program presents a significant opportunity to promote the development of collective forest regions.However,the academic field currently lacks an evaluation index system to measure the comprehensive effects of the NRF Program on such development.By synthesizing existing literature and integrating field investigation experience,this study constructs a comprehensive evaluation system encompassing three dimensions:economic,ecological,and social effects,and provides feasible data collection methods.Specifically,the economic dimension comprises 13 secondary indicators,such as forest stock volume and forestry output per unit area;the ecological dimension includes 4 indicators,such as ecosystem service effects and the forest ecosystem health index;and the social dimension consists of 8 indicators,including forestry employment numbers and the diversification of management entities.The proposed index system effectively reflects the comprehensive impact of the NRF Program on the development of collective forest regions and serves as a valuable reference for relevant departments in evaluating the implementation performance of National Reserve Forests.
