自然资源确权登记与资产权益管理是自然资源调查监测研究的重要内容.文章梳理自然资源调查监测领域确权登记和资产权益管理的标准化研究现状及其标准化融合进展情况,总结与农业、林草湿、水利等领域的标准交叉情况,在此基础上,针对存在的标准体系不完善、推进缓慢及融合不够等问题,从强化融合、完善内容、提高效率、优化机制等方面提出标准化工作改进建议.
The registration and equity of the confirmation of natural resources rights and the management of asset rights and interests constitute a critical component of the research on the investigation and monitoring of natural resources.This article sorts out the current situation of the standardization research on the registration of the confirmation of rights and the management of asset rights and interests in the field of natural resources investigation and monitoring,as well as the progress of standardization integration.It summarizes the interdisciplinary standardization status in the fields of agriculture,forestry,grassland,wetlands,and water conservancy.On this basis,aiming at the problems such as the imperfect standard system,slow progress,and inadequate interdisciplinary alignment,it puts forward suggestions for improving the standardization work in terms of strengthening integration,improving content,increasing efficiency,and optimizing the mechanism.
