思南县病死畜禽无害化处理体系建设工作存在的问题与对策分析OA

This study systematically analyzes the current status,existing problems,and optimization strategies of the"cen-tralized treatment-oriented"system for the harmless treatment of dead livestock and poultry in Sinan County,Guizhou Prov-ince.The results show that:(1)The current system has been initially established,including one collection and transfer center and 77 temporary cold storage facilities,with information-based supervision implemented via the"Guizhou Animal Health Su-pervision APP".However,it faces challenges such as inadequate implementation of primary responsibilities,limited coverage of collection,and insufficient emergency response capacity.(2)Regulatory shortcomings include a mismatch between the capacity of grassroots animal health supervision forces and the workload,inaccurate data entry,and the lack of an insurance linkage mechanism.(3)In terms of policy implementation,subsidies only cover pigs,while cattle,sheep,and poultry lack support,and the application process is complex.It is recommended to systematically improve the system by consolidating responsibilities of all parties,optimizing the collection network,strengthening technical training,enhancing emergency response capabilities,deepe-ning information application,and expanding policy coverage.The ultimate goal is to establish a long-term treatment mechanism with comprehensive coverage,efficient operation,and strict supervision,serving the high-quality development of the livestock in-dustry and public health security.
