绩效反馈是绩效改进的关键环节.科层运作下政府内部的督查虚化惯性催生了向外寻求反馈的需求."满意"反馈作为一种督查的补充策略,嵌入基层政府治理实践,通过前期技术赋能下的"满意"反馈吸纳、中期制度调适下的"满意"反馈转化和后期价值重塑下的"满意"反馈内化,提升了回应性政府的治理效能."满意"导向的基层政府治理效能得以提升的内在逻辑包括从"配置性效率"到"适应性效率"的技术逻辑、从"上下分治"到"层级共治"的制度逻辑、从"行政驱动"到"民意驱动"的价值逻辑.基于"满意"的基层政府治理转型推动了责任政府的建设,重构了基层治理中的主体间关系,但这一过程也催生了"满意"反馈的负外部效应,形成了新的治理悖论.实现基于"满意"反馈的回应性政府治理效能提升,要将公众感知作为重要参数,更要在公众感知与有效政府建设中找到新的平衡.

Performance feedback constitutes a critical link in performance improvement.The inherent tendency of perfunctory inspections within the bureaucratic operation system has given rise to the demand for seeking external feed-back.As a supplementary strategy to inspections,"satisfaction"feedback has been integrated into the governance practic-es of grassroots governments.It enhances the governance efficiency of responsive governments through three phases:the absorption of"satisfaction"feedback empowered by technology in the early stage,the transformation of"satisfaction"feedback via institutional adjustments in the middle stage,and the internalization of"satisfaction"feedback driven by val-ue reconstruction in the later stage.The internal logic behind the improvement of grassroots governance efficiency orient-ed by"satisfaction"feedback encompasses three dimensions:the technical logic shifting from allocative efficiency to adaptive efficiency;the institutional logic transforming from top-down fragmented governance to hierarchical collabora-tive governance;and the value logic evolving from administrative-driven governance to public opinion-driven governance.The transformation of grassroots governance based on"satisfaction"feedback has promoted the construction of a responsi-ble government and reconstructed the inter-subject relations in grassroots governance.However,this process has also giv-en rise to negative externalities of"satisfaction"feedback,resulting in new governance paradoxes.To enhance the gover-nance efficiency of responsive governments based on"satisfaction"feedback,it is necessary to take public perception as an important parameter,and more importantly,strike a new balance between public perception and the construction of an effective government.
