基于PSR模型的铁路车辆段土壤环境质量综合评价OA
Comprehensive Evaluation of Soil Environmental Quality in Railway Vehicle Depots Based on PSR Model
铁路车辆段作为列车检修和维护的场所,其土壤环境质量评价结果是铁路运营管理的重要依据,HJ 964-2018《环境影响评价技术导则 土壤环境(试行)》的发布明确铁路维修场所必要时应开展土壤环境影响评价.为多维度、综合全面地评价铁路车辆段土壤环境综合质量,基于PSR模型选取车辆段土壤环境受到人类生产活动影响的指标作为压力指标,选取受到压力后表征土壤环境质量的指标作为状态指标,以车辆段运营中预防和治理土壤环境负面影响的指标作为响应指标,构建包含 3 个层面、共 16 个指标的铁路车辆段土壤环境质量综合评价体系,采用层次分析法确定各指标权重,并以西安某车辆段为研究对象,对其土壤环境质量进行综合评价.结果表明,该模型压力、状态、响应层权重分别为 0.1047、0.6370 和 0.2583,压力层指标中氮氧化物、二氧化硫和固体废弃物年排放量权重较高,状态层指标中土壤重金属、挥发性有机物和半挥发性有机物污染指数权重较高,响应层指标中环保投资指数权重较高;西安某车辆段土壤环境质量综合评价结果为 0.9435,处于理想状态.
Railway vehicle depots serve as places for train inspection and maintenance,and the evaluation results of their soil environmental quality provide an important basis for railway operation and management.The HJ 964-2018 Technical Guidelines for Environmental Impact Assessment-Soil Environment(Trial)clarifies that railway maintenance sites should conduct soil environmental impact assessment when necessary.This study aims to evaluate the comprehensive quality of soil environment in railway vehicle depots from multiple dimensions.Based on the PSR model,indicators of human production activities affecting the soil environment in railway vehicle depots were selected as pressure indicators.Indicators characterizing soil environmental quality under pressure were selected as state indicators,and indicators for preventing and controlling negative soil environmental impacts during depot operation were selected as response indicators.A comprehensive evaluation system for soil environmental quality in railway vehicle depots was constructed,comprising 3 levels and a total of 16 indicators.The analytic hierarchy process was used to determine the weights of indicators,and a railway vehicle depot in Xi'an was taken as the research object to evaluate its soil environmental quality comprehensively.The results indicated that the weights of the pressure,state,and response layers in the model were 0.1047,0.6370,and 0.2583,respectively.Among the pressure layer indicators,the weights of annual emissions of nitrogen oxides,sulfur dioxide,and solid waste were relatively high.Among the state layer indicators,the weights of pollution indices of soil heavy metals,volatile organic compounds,and semi-volatile organic compounds were relatively high.Among the response layer indicators,the weight of the environmental protection investment index was relatively high.The comprehensive evaluation result of the soil environmental quality of the railway vehicle depot in Xi'an is 0.9435,which is in an ideal state.
