数林协同发展的农村居民增收机制OA

The Income Growth Mechanism of Rural Residents through the Synergetic Development of Digital Economy and Forestry Industry

山区农村居民增收是中国式现代化进程中实现共同富裕的关键突破口,数字经济与林业产业协同发展为破解山区林业增收瓶颈提供了系统性方案.基于浙江省山区 26 县 2001-2023 年的面板数据,在构建数林协同发展水平评价指标体系的基础上,综合运用双向固定效应模型、中介效应模型、面板门槛模型、调节效应模型与空间杜宾模型,实证检验数林协同发展对农村居民收入的影响机制.结果表明:数林协同发展能显著提升山区农村居民收入,且此效应在跨越发展县和县级市(区)更为突出;人力资本升级与就业机会增加是数林协同发展促进农村居民增收的关键路径,但二者的交互作用因结构性失衡产生负向调节,共同削弱增收效应;数林协同发展水平对山区农村居民收入的影响存在双门槛效应,人力资本在数林协同发展水平影响山区农村居民收入的关系中存在单一门槛效应;数林协同发展具有正向空间溢出效应,能带动邻近地区农村居民收入增长.数林协同是促进山区农村居民增收的有效系统模式,应推动构建"政策—市场—产业"三位一体的数林协同治理体系,强化人力资本与就业机会的协同联动、破解发展门槛、释放空间溢出红利,系统推动山区共同富裕.

⑴ Background——Increasing the income of rural residents in mountainous areas is a key breakthrough for achieving common prosperity in the process of advancing Chinese-style modernization.The synergetic develop-ment of digital economy and forestry industry provides a systematic solution.However,existing studies mostly fo-cus on analyzing the macro effects of the integration of digital economy and forestry industry at the municipal lev-el,while lacking empirical study on the impact and mechanism of the synergetic development of digital economy and forestry industry on the income of rural residents in mountainous areas at the county level. ⑵ Methods——This paper first proposed the research hypotheses based on theoretical analysis.Then,it constructed an evaluation index system for the synergetic development level of digital economy and forestry indus-try.Based on the panel data of 26 mountainous counties in Zhejiang Province from 2001 to 2023,it comprehen-sively used the two-way fixed effects model,mediating effect model,panel threshold model,moderating effect model and spatial Durbin model to empirically examine the impact and mechanism of the synergetic development of digital economy and forestry industry on the income of the rural residents in mountainous areas. ⑶ Results——First,the synergetic development of digital economy and forestry industry can significantly promote the improvement of the income level of the rural residents in mountainous areas,and this promoting effect is more prominent in the counties(county-level cities/districts)that have achieved leapfrog development.Second,the improvement of human capital and the increase in employment opportunities are two key pathways through which the synergetic development of digital economy and forestry industry promotes the income growth of the rural residents in mountainous areas.The interaction between these two factors has a negative moderating effect.Third,there exists a double threshold effect in the impact of the synergetic development level of digital e-conomy and forestry industry on the income of the rural residents in mountainous areas,while human capital has a single threshold effect.Fourth,the synergetic development of digital economy and forestry industry has a posi-tive spatial spillover effect on the income of the rural residents in mountainous areas. ⑷ Conclusions and Discussions——First,implement a gradient-based strategy of the synergetic ad-vancement of digital economy and forestry industry.Second,construct a mechanism for balancing the human cap-ital and employment supply and demand.Establish a precise training system of"enterprise orders+government subsidies",implement a skill-based salary system,support local employment-intensive industries,and build a benefit-sharing mechanism of"enterprises+cooperatives+rural households".Third,improve the dynamic moni-toring and policy adjustment system.Establish a dynamic tracking mechanism for the synergetic development of digital economy,forestry industry and human capital,and conduct real-time monitoring of county-level develop-ment levels and skill matching status.Fourth,Establish a two-way interaction mechanism between"local areas and neighboring areas",jointly build and share digital platforms and technical standards,and improve the eco-logical compensation and benefit-sharing system.
