基于典型实践分析的我国农业绿色发展探究OA
Analysis of agricultural green development in China based on typical practices abroad
近年来,我国农业绿色发展实践取得了很大成效,但生态环境保护结构性、根源性、趋势性压力尚未根本缓解,我国已进入绿色化、低碳化的高质量发展阶段.本研究分析了美国、德国、荷兰、日本4个典型国家农业绿色发展实践的主要特点,并从农田内部循环、种养殖循环、区域产业发展3个尺度举例介绍现阶段国内生态循环农业的典型模式,以期为我国农业高质量发展提供参考.从各国实践看,欧美等发达国家的农业绿色发展战略与实施路径呈现出相似性,一方面是同步实行监督监管与激励政策,通过"疏堵结合"引导农业绿色发展实践,另一方面是同步开展关键技术创新与推广示范,通过"学研用"结合促进生态农业创造效益,这些实践经验可为我国农业绿色发展提供宝贵借鉴.从我国实际看,农业绿色发展是我国农业高质量发展的必然选择,推动多尺度的生态循环模式实践应用,调整优化种植结构和养殖模式,减少物资投入和资源浪费,促进种养、加工、销售、废弃物资源化利用等各产业间互联互促,将为协同推进农业降碳减污扩绿增长提供有力支撑.
China's agricultural green development practices have achieved significant progress in recent years,but the pressure on ecological environmental protection still exists.China's economic and social development has entered a high-quality development stage of accelerating greenization and decarbonization.This study analyzed the main features of agricultural green development in four typical countries,including the United States,Germany,Netherlands,and Japan,and introduced typical ecological recycling models at three scales,including the internal circulation of farmland,planting and breeding cycle,and regional industrial development,in order to provide reference for China's agricultural high-quality development.From the practices of various countries,the agricultural green development strategies and implementation paths of developed countries showed similarities.On the one hand,the synchronization of supervision,regulation and incentive policies,through the combination of"dredging and blocking"could guide the practice of green development of agriculture.On the other hand,the synchronization of key technological innovationed and extension demonstrations,through the combination of"academia,scientific research and the application field"could drive the creation of benefits from eco-agriculture.These practical experiences could provide valuable references for our agricultural green development.From China's actual situation,agricultural green development is an inevitable choice for the high-quality development of China's agriculture.To promote the application of multi-scale ecological recycling models,such as optimizing planting and breeding structures,reducing material input and resource waste and facilitating the interconnection among various industries such as planting,processing,sales,and waste resource utilization,we can provide strong support for the coordinated promotion of agricultural carbon reduction,pollution reduction,and green growth.
