数字化转型契合农业新质生产力的内在特征,已成为推进我国农业农村现代化发展的核心引擎.而政策工具作为政府推进转型的权威手段,其组合策略将直接影响区域农业数字化转型的方向和成效.基于马克思主义政治经济学对农业新质生产力概念与逻辑关系的界定,综合运用程序性扎根理论和模糊集定性比较分析方法,在梳理和凝练农业数字化转型赋能农业新质生产力内在实践逻辑的基础上,进一步探寻实现赋能过程的政策工具组合路径.进而以此为基础,识别出3种差异化政策工具组合驱动模式:"规制—供给"导向的战略引擎模式强调政府统筹与制度保障,适用于行政资源集中但市场活力有待激发的地区;"内容—需求"导向的创新成长模式聚焦要素协同与市场结构优化,适用于要素流动性强的农业主产区和产业集群带;场景导向的生态共生模式则注重区域特色与生态适配,适用于特色农业优势区.据此,应通过推动政策动态完善和过程保障、增强转型包容性与成果普惠性、健全效果监测与反馈调整机制等措施,为区域农业数字化转型高质量赋能农业新质生产力培育提供支撑.

Digital transformation aligns with the intrinsic characteristics of new quality pro-ductive forces in agriculture and has become a core engine for advancing the modernization of agriculture and rural areas in China.However,under the real national and agricultural condi-tions of"a large country with numerous smallholder farmers",the foundational disparities in digi-tal transformation across different regions are significant.This leads to notable differentiation in policy diffusion processes,transformation pathways,and outcomes,constraining overall transfor-mation effectiveness and obscuring the pathways through which digital transformation empowers new quality productive forces in agriculture.As an authoritative means for governments to drive transformation,the combination strategies and regional adaptation mechanisms of policy tools di-rectly influence the direction and effectiveness of regional agricultural digital transformation.Therefore,it is imperative to clarify the internal logic of how agricultural digital transformation empowers the cultivation of new quality productive forces and the differentiated policy tool portfolio-driven models.Grounded in the theoretical perspective of Marxist political economics for defining the concept and logical relationships of new quality productive forces in agriculture,this study first employs procedural grounded theory analysis to systematically code 87 represen-tative policy texts and relevant practical cases from 31 provincial-level regions,distilling the in-ternal practical logic of agricultural digital transformation empowering new quality productive forces.Second,based on existing research,key variables are extracted from the grounded theory analysis results,calibration rules are defined,and fuzzy-set qualitative comparative analysis is applied to further explore the policy tool configurations that enable this empowerment process.Finally,based on the nature and stage characteristics of the policy tools in different pathways,the identified policy tool configurations are further summarized into three differentiated policy tool portfolio-driven models:The"regulation—supply-oriented strategic engine model"empha-sizes government coordination and institutional guarantees,suitable for regions with concen-trated administrative resources but where market vitality needs stimulation;the"scenario-oriented ecological symbiosis model"focuses on regional characteristics and ecological adapta-tion,applicable to regions with a solid foundation in specialized agricultural industries;and the"content—demand-oriented innovation growth model"centers on factor synergy and market structure optimization,fitting major agricultural production regions and industrial clusters with high factor mobility.Accordingly,three targeted policy recommendations are proposed:strength-ening dynamic policy refinement and transformation process safeguards,enhancing transforma-tion inclusiveness and outcome equity,and improving the monitoring and feedback mechanisms for the selection and application of policy tool portfolios,thereby facilitating the high-quality em-powerment of regional agricultural digital transformation in cultivating new quality productive forces in agriculture.
