教育强国视域下开放型区域产教融合实践中心建设的价值、羁绊与突破OA
Value,Constraints and Breakthroughs of Open Regional Industry-education Integration Practice Centers from the Perspective of Building a Powerful Education Country
开放型区域产教融合实践中心建设是现代职业教育体系改革的关键举措,也是推进教育强国建设的重要支撑.在教育强国目标引领下,其实践价值主要体现在构建人才自主培养体系、践行人民满意教育宗旨、打造世界重要教育中心三个方面.然而,当前建设过程中仍面临配套政策体系不健全、多元协作松散乏力、常态化管理存在堵点等现实困境.为此,可从三个方面系统推进开放型区域产教融合实践中心建设:重塑制度话语,制定权责职能并重的政策细则;汇聚主体共识,构建文化与愿景并蓄的常态沟通机制;创新运行范式,建立实施与诊改相结合的长效治理体系.
The construction of an open regional industry-education integration practice center is a key measure for the reform of modern vocational education system and an important support for promoting the building of a powerful education country.Under the guidance of the goal of building a powerful education country,its practical value is mainly reflected in three aspects:constructing a talent independent training system,practicing the educational purpose of satisfying the people,and creating a world important education center.However,the current construction process still faces practical difficulties such as an incomplete supporting policy system,loose and weak diversified cooperation,and bottlenecks in normalized management.To achieve this,we can systematically promote it from three aspects:reshaping institutional discourse and formulating policy rules that emphasize both rights,responsibilities and functions,gathering consensus among stakeholders and establishing a regular communication mechanism that combines culture and vision,and innovating the operating paradigm and establishing a long-term governance system that combines implementation with diagnosis and reform.
