Green cooperation stands as a central theme in the evolving China-EU relationship.In September 2020,both sides resolved to establish a China-EU Green Partnership,significantly expanding the depth and breadth of collaboration.Following the outbreak of the Ukraine crisis in 2022,divergences emerged to varying degrees between the two sides regarding cooperative concepts,content,and partners in the green sector.The conclusion of the 2024 European Parliament elections and the release of the new European Commission's political guidelines further underscore the EU's intent to"compete and win"against China,suggesting that the future development of the China-EU Green Partnership may face turbulence.The fundamental drivers of change in the China-EU Green Partnership—and indeed in broader bilateral relations—are shifts within the EU,China's own development trajectory,and U.S.intervention.To strengthen this partnership now,we must adopt a bottom-line mindset while continuing to enhance China's low-carbon productivity,deepen bilateral cooperation with EU member states to generate positive spillover effects,and seize the opportunity presented by climate policy divergences between the EU and a second Trump administration to advance China-EU green collaboration.
