AI Empowers the Construction of Theoretical Models for National Security Intelligence Decision-Making
[目的]针对人工智能赋能国家安全情报决策理论模型缺失的问题,构建AI赋能动态决策模型,推动国家安全情报决策模式向智能化、精准化转型.[方法]运用文献研究、理论映射、逻辑推演的方法,基于组织决策理论与AI赋能国家安全情报决策模型的理论映射关系,以数据-认知-方案-行动作为逻辑框架解析国家安全情报决策,并根据各模块功能推导技术解决方案构建理论模型.[结果/结论]AI赋能国家安全情报决策模型由多源数据要素智能感知、决策导向态势智能认知、人机协同模式智能决策、情报决策智能行动四个模块构成,实现从数据要素感知到智能行动全链条管理.未来应推动数据中心架构与系统组件更新、培育人智协同创新网络、加强安全风险治理等实现技术落地,为服务国家安全情报决策提供技术支撑.
[Purpose]Aiming at the lack of theoretical model of artificial intelligence empowering national security intelligence decision-making,a dynamic decision-making model of AI empowerment is constructed to promote the transformation of national security intelli-gence decision-making model to intelligence and accuracy.[Method]By using the methods of literature research,theoretical mapping and logical deduction,based on the theoretical mapping relationship between organizational decision-making theory and the AI-empow-ered national security intelligence decision-making model,the national security intelligence decision-making is analyzed with the logical framework of data-cognition-solution-action,and the theoretical model is constructed by deriving technical solutions according to the functions of each module.[Result/Conclusion]The AI-enabled national security intelligence decision-making model consists of four modules:intelligent perception of multi-source data elements,intelligent cognition of decision-oriented situations,intelligent decision-making in human-machine collaborative mode,and intelligent action in intelligence decision-making,achieving full-chain management from data element perception to intelligent action.In the future,efforts should be made to promote the update of data center architectures and system components,cultivate human-intelligence collaborative innovation networks,and strengthen security risk governance to a-chieve technological implementation,providing technical support for serving national security intelligence decision-making.
