面向美国制裁的反制裁情报基本问题研究OA

[Purpose]With the increasing strategic competition between China and the United States,sanctions and anti-sanctions have become the normal means of competition between countries.It is of great practical significance for China to carry out anti-sanctions intelli-gence research facing U.S.sanctions to effectively respond to foreign unilateral sanctions.[Method]Starting from the competitive intelli-gence attributes of the U.S.sanctions against China and China's anti-sanctions practice,this paper analyzes the necessity and feasibility of anti-sanctions intelligence under this background,as well as the connotation and typical characteristics,and then puts forward the whole process work approach of anti-sanctions intelligence in three stages:pre-event-in-event-post-event.[Result/Conclusion]U.S.sanctions against China is a typical national competitive intelligence behavior,and China's anti-sanctions practice has become a new appli-cation scenario for competitive intelligence.The anti-sanctions intelligence facing the U.S.sanctions is an intelligence process of govern-ment-enterprise coordination,internal and external linkage and multi-departmental coordination,which is an important part of enabling China's anti-sanctions practice.China's anti-sanctions intelligence work could be carried out via the whole process of"how to prevent the risk of being sanctioned by the U.S.-how to solve the U.S.-related sanctions disputes-how to win the government's support".
