南水北调中线工程水源区生态保护和高质量发展协同治理的法治保障研究OA

Examining the coordinated advancement of ecological and environmental governance in water source areas from a legal perspective helps provide long-term institutional support for ecological protection and high-quality development in the water source area of the Middle Route of the South-to-North Water Diversion Project.Drawing on the theories of collaborative govern-ance,polycentric governance,and symbiosis,this study identifies several legal challenges confronting the coordinated governance of ecological protection and high-quality development in the region,including insufficient coordination of interests among govern-ance actors,a lack of integration within the legal framework,and inadequate implementation of legal measures.By analyzing the root causes of these challenges from four dimensions—governance actors,economic factors,environmental conditions,and institu-tional mechanisms—the paper proposes legal pathways to enhance coordinated governance in the water source area.These path-ways include improving the alignment of interests among participants in ecological rule of law,expanding the substantive content of coordinated ecological governance,and exploring diversified legal instruments,so as to help balance ecological protection with local industrial and economic development and promote green development in the water source area.
