在新一轮科技革命与产业变革推动下,中等职业教育成为连接教育体系与劳动力市场的关键纽带,其改革发展已上升为多国国家战略.以德国、瑞士、新加坡等9个国家为研究对象,基于OECD报告及各国政策文件,系统梳理比较其中等职业教育发展情况,研究发现:在总体发展上,各国均通过顶层设计确立中职教育战略地位,形成经济支柱型、社会公平型与人才枢纽型等定位,发展规模呈现差异化且相对稳定的分流格局;在分流时点与学制设计方面,形成了欧洲早期长学制与新加坡后期灵活学制两类路径;办学模式涵盖校企双元驱动与学校本位主导两类;经费投入机制可分为责任共担型、国家福利型与战略驱动型三种类型.在实施特征上,课程教学形成工学交替、模块化等多元模式,师资队伍建设强调行业经验与教学法并重的"双师型"标准,评估认证分化为终结性、过程性及混合范式,并通过纵向贯通与横向融通构建起终身学习立交桥.当前,国际中等职业教育正呈现三大发展趋势:体系向开放融通的终身学习体系演进,教学深度融入数字化与绿色技能,治理迈向敏捷响应与智能治理.

Driven by a new round of scientific and technological revolution and industrial transformation,secondary vocational education has become a crucial link connecting the education system and the labor market,with its reform and development elevated to national strategies in many countries.Taking nine countries as research subjects,based on OECD reports and policy documents from various countries,the paper systematically compares and analyzes the current development status,implementation characteristics and future trends of secondary vocational education.The study finds that all countries have established the strategic position of secondary vocational education through top-level design,forming three types of orientations;the development scale exhibits a differentiated and stable student allocation structure;the timing of student allocation and the design of schooling systems fall into two categories;the schooling models encompass dual-driven models by schools and enterprises and school-based dominant models,while funding inputs correspond to three mechanisms:shared responsibility,national welfare and strategy-driven.In terms of implementation characteristics,curriculum and teaching have formed diverse models such as work-study alternation and modularization;teacher development emphasizes the"double-qualified"standard that combines industry experience with pedagogical methods;assessment and certification are differentiated into summative evaluation,formative evaluation and hybrid paradigms;an overpass for lifelong learning through vertical integration and horizontal connection is built.International secondary vocational education is presenting three major development trends:evolving towards an open and integrated lifelong learning system,deeply integrating digital and green skills into teaching,and moving towards agile response and intelligent governance.
