中等职业教育的韧性发展对于优化技能人才供应链与促进民生发展具有重要意义."十五五"时期,我国现代化产业体系建设、人口变动、乡村全面振兴以及数字化转型等新目标与新形势,给中等职业教育的培育职能、供给动能、服务效能与办学智能发展带来新的机遇与挑战.然而,角色定位模糊、质量建设欠缺、服务能力低效以及办学吸引力不足等问题制约了中等职业教育的可持续高质量发展.基于此,我国中等职业教育应在"十五五"时期通过重塑角色期待激活类型发展优势、优化资源投入增强动态缓冲能力、调试价值冲突适应社会多元需求、坚持以人为本提升实际育人成效等路径重构韧性发展,以更好地迎接未来变局.

The resilient development of secondary vocational education holds significant importance for optimizing the skilled talents supply chain and promoting people's well-being and social development.The new objectives and circumstances emerging during the"15th Five-Year Plan"period—including the development of China's modern industrial system,demographic shifts,comprehensive rural revitalization,and digital transformation—present both opportunities and challenges for the cultivation function,supply momentum,service effectiveness,and intelligent development of secondary vocational education.However,issues such as unclear role positioning,insufficient quality development,inadequate service capabilities,and lackluster institutional appeal have constrained the effective fulfillment of secondary vocational education's positive role.In response to the structural tensions arising from these practical problems,it is essential to reshape the resilient development of secondary vocational education during the"15th Five-Year Plan"period by revitalizing the strengths of its vocational type through redefining role expectations,enhancing dynamic resilience through optimized resources allocation,adapting to diverse societal needs by mediating value conflicts,and upholding a people-centered approach to improve practical educational outcomes,so as to better prepare secondary vocational education to navigate future changes.
