有效推进水电工程竣工建设征地移民安置验收的措施研究OA

Since the founding of the People's Republic of China,especially after 2000,a large number of hydropower projects have been completed and put into operation in China,but as of December 2024,some hydropower projects have not yet completed the project completion acceptance.In response to the problems existing in the resettlement acceptance of hydropower projects in various periods,such as the difficulty in resolving the outstanding issues,the slow process in the revision and approval of resettlement plans,and the unprofessional fund auditing and archive organization,the existing problems are sorted out and analyzed based on a preliminary statistics of the resettlement acceptance of hydropower stations with an installed capacity of more than 250 MW in operation in China.The targeted measures and recommendations are proposed as follows in order to effectively advance the acceptance of land acquisition and resettlement for hydropower project completion,including respecting historical contexts and adopting categorized approaches for resettlement acceptance,solidifying resettlement closure tasks through efficient implementation,enabling integrated coordination to streamline the review and approval of resettlement plan adjustments,promoting innovation and optimization in fund auditing and financial reconciliation practices,enhancing documentation systematization and archiving through standardized management,and enhancing systematic management capacities to holistically advance resettlement acceptance processes.
