城镇化安置对农户生计适应性选择的影响OA

The impact of urban resettlement on household livelihood adaptation choices:A case study of southern Shaanxi

旨在促进农村发展的城镇化安置项目不仅需要减少生态破坏,还要实现农户生计可持续发展以及提升人类福祉.文中通过对中国西部典型农村的实地调查,量化评估了生计适应力(HAC)和生态系统服务依赖度(IDES),同时利用课题组捕获的657份农户问卷确定了HAC与IDES之间的四种生计适应性响应模式,并实证检验了城镇化安置对不同模式的影响.结果表明,城镇化安置阻碍了农户实现"高适应力-高依赖"模式,而自愿搬迁和集中安置的农户更趋向于"低适应力-低依赖"模式的实现,高补贴搬迁则更有可能实现"高适应力-低依赖"和"低适应力-低依赖"模式.城镇化安置降低农户对生态系统的依赖,但搬迁家庭的整体HAC水平低于非搬迁家庭.文中建议政府采取针对性措施解决这些问题,实现农户生计适应与生态系统服务依赖降低的最优选择.

As a part of rural development transformation,urban resettlement projects should be designed to mitigate ecological damage and facilitate the sustainable development of household livelihoods,to improve human well-being.This study conducts field surveys in typical rural areas of western China to quantitatively assess household adaptive capacity(HAC)and dependence on ecosystem services(IDES).Using 657 household questionnaires collected by the research team,it identifies four types of relationships between HAC and IDES,and empirically examines the impact of urban resettlement on these different types.The results indicate that urban resettlement hinders households from achieving the'high adaptive capacity-high dependence'mode.Households that relocate voluntarily and are resettled centrally tend to reach the'low adaptive capacity-low dependence'mode,and high-subsidy relocation is more likely to facilitate the'high adaptive capacity-low dependence'and'low adaptive capacity-low dependence'modes.While urban resettlement reduces households' dependence on ecosystem services,the overall HAC level of relocated households is lower than that of non-relocated ones.Then,we recommend the development of targeted policy interventions to address this disparity across households,to achieve the optimal mode for the sustainable livelihoods of households,and reduce their dependence on ecosystem services.
