以"千万工程"牵引城乡融合发展:理论逻辑、运作机制与实践路径OA

After over two decades of exploratory practice,the Green Rural Revival Program has not only created a Zhejiang sample for rural revitaliza-tion but also evolved into a development pathway applicable for the whole nation.Recent,research on the Green Rural Revival Program has shifted from the summary of experience to the explanation of viewpoints and the refinement of theories.However,there is still a lack of in-depth discussion on the relationship between the Green Rural Revival Program and the integrated urban-rural development.This paper constructs a theoretical framework of"value-resource-structure-function"and discusses how to promote integrated urban-rural development through the Green Rural Revival Program from three dimensions of theoretical logic,operating mechanism and practice path.It is found that promoting integrated urban-rural development through the Green Rural Revival Program has profound theoretical logic in terms of value isomorphism,resource coordination,structure inter-embedding,and func-tion aggregation.At present,it is urgent to build a long-term mechanism of party and government leadership,resource integration,mass participation and digital intelligence empowerment,and continue to promote new-type urbanization,rural revitalization and urban-rural integration,so as to provide theoretical support and useful reference for other areas to draw inspiration from the experience of the Green Rural Revival Program and promote the prac-tice of integrated urban-rural development.
