在人工智能大模型驱动新质生产力高质量发展的背景下,企业算力共享成为技术与制度双重层面的重要议题.然而,当前我国企业算力共享治理面临着治理主体、治理内容与治理依据等多方面的难题,这影响了算力资源的高效流动与可信共享.作为一种复合型责任,企业社会责任可被视为连接算力共享制度与实践的桥梁,其有助于强化责任体系与优化治理结构.换言之,社会责任在企业算力共享中扮演着治理创新角色,即在软硬法协同框架内整合算力资源、强化共享价值.以此为基础,通过明确企业算力共享社会责任的基本内涵与原则,构建涵盖算力供给方、需求方与平台方的分层责任体系,并以规范统合与程序保障为支撑,进而实现社会责任的法治化嵌入及适用.据此,可为大模型时代构建公平、透明、可持续的企业算力共享生态提供坚实的法治保障.

Against the background of new productive forces driven by large-scale artificial intelligence models,the sharing of enterprise computing power has become a crucial issue on both the technological and institutional fronts.However,the current governance of enterprise computing power sha-ring in China faces challenges,such as unclear subjects,undefined contents,and insufficient legal bases,which constrain the efficient flow and trust-worthy sharing of computing resources.As a composite responsibility,corporate social responsibility(CSR)can serve as a bridge between the norma-tive framework and the practical operation of computing power sharing,helping to strengthen the responsibility system and optimize governance struc-tures.In other words,CSR functions as a driver of governance innovation in computing power sharing,that is to say CSR integrates resources and rein-forces shared value within the framework of soft and hard law coordination.By clarifying the basic connotations and principles of CSR in this context,the paper constructs a tiered responsibility system covering suppliers,demanders and platform operators.and supports it with normative consolidation and procedural safeguards.In so doing,CSR is institutionally embedded and legally operationalized through standard integration and procedure safe-guard,providing robust rule-of-law guarantees for a fair,transparent and sustainable ecosystem of corporate computing power sharing in the era of large-scale AI models.
