[Purpose/Significance]This paper investigates the developmental progression of digital cultural heritage resource construction and explores its multifaceted evolutionary characteristics throughout the processes of digitization,datafication,and data-driven intelligence(digital-intelligence integration).It aims to understand the phased development patterns in building digital cultural heritage resources and provide reference for related construction and service enhance-ment.[Methods/Process]The study clarified the conceptual connotations of digitization,datafication,and data-intelligent development within cultural heritage resources.A comparative analysis was conducted across eight dimensions:data sources,processing objects,construction content,outcomes,priorities,technical methods and standards,objectives,and user services.Selecting the European cultural heritage digital platform Europeana as a typical case,this research employed grounded theory to code and analyzed three of Europeana's strategic planning documents.From this analysis,practical explorations in four areas—user services,resource processing,data governance,and platform development—were extracted.The analysis further examined and validated the phased evolutionary characteristics of cultural heritage resource development from digitization to datafication and onward to data-intelligent integration.Finally,a developmental process model for digital cultural heritage resource construction was proposed,detailing the development pathway,core elements,and driving mechanisms.[Result/Conclusion]The developmental pathway of digital cultural heritage resource construction can be summarized as follows:the digitization phase consolidates the data foundation,the datafication phase unleashes data value,and the data-intelligence phase achieves data empowerment.Its core elements exhibit progressive developmen-tal forms:value orientation evolves from"resource aggregatio-open reuse-ecosystem development";resource processing pro-gresses from"accessibility-reusability-interoperability";user engagement shifts from"one-way acquisition-active participation-user co-creation";service forms transition from"portal websites-digital platforms-digital spaces";and gover-nance models develop from"rule-based constraints-collaborative governance-intelligent governance."Two primary drivers are identified:policy standards and technological tools.
