农业绿色发展水平、地区差异及影响因素研究OA
Research on the Level,Regional Disparities,and Determinants of China's Agricultural Green Development
农业绿色发展不仅是推进我国农业供给侧结构性改革与保障国家粮食安全的重要抓手,也是满足人民日益增长的美好生活需要和实现农业可持续发展转型的重要路径.在此背景下,深入开展农业绿色发展测度与区域均衡性研究,具有重要的理论价值与现实意义.基于可持续发展理论,从资源节约、生态稳定、生产洁净、供给安全与效益提升5个维度构建农业绿色发展评价指标体系,系统评估我国31个省份农业绿色发展的整体水平及其空间格局.进一步运用Dagum基尼系数对区域间农业绿色发展差异及其来源进行分解分析,并借助QAP方法,识别影响区域间农业绿色发展水平差异的主要因素.研究发现:样本省份农业绿色发展总体水平呈稳步提升趋势,但在资源节约、生态稳定与生产洁净等方面仍存在较大提升空间;八大综合经济区农业绿色发展水平的基尼系数呈现出显著的空间层次性与区域差异性,地区间差异是农业绿色发展不均衡的主要来源;区域社会经济发展水平、对外开放度、财政支农强度、环境规制力度、农业劳动力规模和农业科技投入等是驱动农业绿色发展地区间差异的重要影响因素.根据研究结论提出,补齐生态短板与提升资源利用效率、强化区域统筹与机制创新、构建多元协同机制等对策建议.
Agricultural green development served not only as a key strategy for advancing China's supply-side structural reform and ensuring national food security,but also as a vital pathway to meet the people's growing aspirations for a better life and to achieve sustainable agricultural transformation.Against this backdrop,an in-depth evaluation of agricultural green development and the regional balance therefore held significant theoretical and practical importance.Based on the theory of sustainable development,an evaluation index system was constructed from five dimensions:resource conservation,ecological stability,clean production,supply security,and efficiency enhancement.This framework systematically assessed the overall level and spatial pattern of agricultural green development in China.Furthermore,the Dagum Gini coefficient was employed to decompose and analyze inter-regional disparities and their sources.Simultaneously,the QAP method was used to identify the key factors influencing regional differences in agricultural green development.The results revealed that:(1)China's overall level of agricultural green development steadily increased,though notable potential for improvement remained in resource conservation,ecological stability,and clean production;(2)the Gini coefficients across the eight major economic regions exhibited distinct spatial hierarchies and regional disparities,with inter-regional differences being the primary cause of uneven development;(3)factors such as the level of socio-economic development,degree of openness,fiscal support for agriculture,strength of environmental regulations,scale of agricultural labor,and investment in agricultural technology significantly influenced regional disparities in agricultural green development.Based on these insights,it was recommended to focus on ecological weaknesses and resource efficiency,strengthen regional coordination and institutional innovation,and build a diversified and collaborative mechanism to foster balanced and coordinated regional agricultural green development.
