智能化转型对农业高质量发展的影响研究OA
Effects of Intelligence Transformation on Agricultural High-quality Development
评估智能化转型对农业高质量发展的影响效应,可为智能化转型赋能农业高质量发展的支持体系设计提供参考.从创新、协调、绿色、开放、共享5个维度,设计包含16个指标的农业高质量发展评价指标体系,运用熵权法测度1997~2017年中国30个省份农业高质量发展水平.根据样本省份的平衡面板数据,利用面板数据模型评估智能化转型对农业高质量发展的影响效应.结果表明,1997~2017年,样本省份总体农业高质量发展水平以2005年为转折点呈现先下降后上升演变特征,而智能化转型呈现波动中上升的演变特征;智能化转型对农业高质量发展具有显著正面效应;地区经济规模越大、绿色技术创新能力越强、农业发展水平越高,智能化转型的正面效应越强.基于实证结论提出,优化智能化农业科技创新政策供给,推进农业领域的智能关键技术创新,推动智能化与农业生产深度融合等对策建议.
The assessment on the effects of intelligent transformation on agricultural high-quality development can provide references for designing support system for agricultural intelligent transformation to empower agricultural high-quality development.In this paper,an evaluation index system for high-quality agricultural development is designed from five dimensions of innovation,coordination,green,openness and sharing,including 16 indicators,such as the amount of fertilizer used per unit area.The entropy weighting method was used to measure the level of agricultural high-quality development in 30 Provinces of mainland China from 1997 to 2017.Based on the balanced panel data from 1997 to 2017 of 30 sample Provinces,the impacts of intelligent transformation on agricultural high-quality development was assessed.From 1997 to 2017,the level of high-quality agricultural development of sample Provinces showed the evolution characteristics of"first declining and then rising"with 2005 as the turning point,while agricultural intelligent transformation exhibited an evolutionary characteristic of fluctuating upward trend.Intelligent transformation has a significant positive effect on agricultural high-quality development.The better the performance of regional economic scale,green technological innovation,and agricultural development level is,the stronger the positive effect will be.Based on empirical conclusions and actual situation of agricultural development,this paper puts forward policy suggestions from three aspects:optimizing the supply of intelligent agricultural science and technology innovation policies,promoting the innovation of intelligent skill technology in the agricultural field,and driving on the deep integration of intelligence and agricultural production.
