"四水四定"导向下水资源消耗总量和强度双控评价指标体系构建OA
Construction of a dual-control evaluation index system for total water consumption and intensity under the guidance of the"Four Waters,Four Determinations"
为加强水资源利用管理,提高水资源对经济发展的促进作用,我国出台了多项水资源管控的政策.本文分析了"四水四定"背景下,水资源消耗总量和强度双控的基本概念和科学内涵,构建了表征水资源消耗总量、强度的14 个评价指标.以黄河流域九省份为例进行实证研究,收集整理其2013-2022 年的水资源利用及经济社会发展数据,运用熵权法和TOPSIS法分析10 年间水资源消耗总量和强度双控水平.结果表明,2013-2022 年九省份水资源消耗总量和强度双控水平变化幅度不大,其中,山西、河南、四川、甘肃、青海、宁夏六省份呈现上升趋势,山东、陕西、内蒙古三省份呈现小幅下降趋势,全流域双控水平整体上呈现中部强、南北两侧弱的空间格局.本文研究结果可为黄河流域水资源利用和管理提供借鉴.
To enhance the effective management of water resources and promote its contribution to eco-nomic growth,China has implemented various regulatory policies.This paper analyzes the fundamental concepts and scientific connotations of the"dual control"of total water consumption and intensity within the context of the"Four Waters,Four Determinations"policy.A comprehensive evaluation framework,consisting of fourteen evaluation indicators,is constructed to quantify total water consumption and intensi-ty.An empirical study is conducted using data from nine provinces in the Yellow River Basin from 2013 to 2022,focusing on their water resource utilization and socioeconomic development.By employing the entropy weight method and TOPSIS analysis,the levels of dual control over water consumption and inten-sity over the past decade are evaluated.The results indicate that the changes in the levels of dual control across the nine provinces were relatively moderate from 2013 to 2022.Specifically,six provinces,Shanxi,Henan,Sichuan,Gansu,Qinghai,and Ningxia,exhibited an upward trend,while Shandong,Shaanxi,and Inner Mongolia showed a slight decline.Spatially,the dual control levels in the basin pres-ent a pattern of stronger central regions and weaker peripheries to the north and south.The findings of this study provide valuable insights for the sustainable utilization and management of water resources in the Yellow River Basin.
