基于改进组合权重的电网救援优先级确定方法OA

A Method for Determining the Priority of Power Grid Rescue Priority Based on Improved Combination Weight

目前极端灾害事故频发,处于受灾地的电网设备往往受到一定程度的损坏,为制定高效的救援分配方案,灾后如何快速准确评估电网救援优先级十分重要.灾害应急决策评估电网的救援优先级,需要考虑多种指标的影响,对于定性指标采用层次分析法确定权重,定量指标采用熵权法进行赋权.根据两种评价方法构建两层指标体系,将层次分析法确定的权重作为第一层指标,第二层指标中分为定性指标与定量指标进行两种处理,定量指标使用熵权法进行定量变量归一化处理确定权重,定性指标要经过层次分析法转化为定量指标后再使用熵权法确定权重.将层次分析法与熵权法设计结合,构建出两层指标体系的主客观赋权法,通过对山东地区实际案例进行分析,能够精准确定灾后地区电网救援优先级,验证了该组合权重算法的有效性和可行性.

Currently,extreme disaster accidents occur frequently,which causes the power grid equipment to be damaged to some extent in affected areas.In order to formulate an efficient rescue allocation scheme,it is very important to quickly and accurately evaluate the priority of power grid rescue after the disaster.When the disaster emergency decision evaluates the priority of power grid rescue,there are various influence factors to consider.The analytic hierarchy process(AHP)is designed to determine the weights of qualitative indicators,and the entropy weight method is used to assign weights to quantitative indicators.According to the two evaluation methods,a two-layer indicator system is established.Firstly,the assessment index weights in the first layer are calculated based on the analytic hierarchy.Secondly,the second layer indicators are treated respectively.Among them,the entropy weight method is introduced to normalize the quantitative variables and calculate the weights of the quantitative indicators.The qualitative indicators need to be transformed into quantitative indicators by the analytic hierarchy process and then use the entropy weight method to ascertain the weights.Based on an analytic hierarchy process and entropy weight method,the subjective and objective weighting combination weight assignment method of two-layer indicator system is established.Finally,through the analysis of actual cases in Shandong province,the priority of power grid rescue for the disaster areas can be accurately determined,which verifies the effectiveness and feasibility of the combination weight algorithm.
