城市收缩已成为我国部分城市特别是资源型城市发展的难题.以湖北省大冶市为例,从中心城区与镇区两个维度识别了大冶城市收缩特征,发现大冶市正面临规划依赖增长惯性、经济发展迟滞、配套设施不全以及城镇吸引力弱等困境.结合大冶市实际情况,提出在"精明收缩"理念下走出收缩困局的规划应对策略,包括更新发展理念、空间瘦身提质、重塑产业动力和促进生态修复,以期为湖北乃至其他地区的资源型城市发展提供参考.
Urban shrinkage has become a problem for the development of some cities in China,especially resource-based cities.Taking Daye City in Hubei Province as an example,the paper identified the characteristics of urban shrinkage in Daye City from two dimensions:the central city and the township,and found that Daye was facing difficulties in planning to remove growth inertia,sluggish economic development,incomplete supporting facilities and weak town attractiveness.In the light of the actual situation in Daye,the planning strategies are proposed to overcome the shrinkage dilemma under the concept of"smart shrinkage",including updating the development concept,reducing the spatial scale and improving the spatial quality,reshaping the industrial dynamics and promoting ecological restoration,etc.,with a view to providing a reference for the development of resource-based cities in Hubei and other regions.
