广元市油茶种植70年及高质量发展研究

The history of Guangyuan City's camellia oleifera planting history of 65 years since 1950s was reviewed in this paper,where the current planting status was investigated,the policy background and market potential were analyzed,and some suggestions on the high-quality development of Guangyuan City's camellia oleifera in the next 5 years were proposed.The the scale,technology,economy and historical experience of Guangyuan's camellia oleifera planting(safflower oil tea,white flower oil tea,etc.)since 1950s were investigated and studied.Investigation and analysis were also made against the biological and economic characteristics of camellia oleifera and its adaptability in Guangyuan City,typical status quo of camellia oleifera planting and industrial park base,nursery and specialized agency in Guangyuan City.Moreover,the technical maturity and industrial development opportunities of camellia oleifera in the new era were also analyzed.The planning scheme,development mode,measures and suggestions for high-quality development of camellia oleifera in Guangyuan City play a crucial role in safeguarding people's health and helping build"Forest Granary for the Land of Abundance".First,seize the opportunity of the 3-year action of the national oil tea industry development.Make good use of the central government's financial policy of awards and subsidies for the development of camellia oleifera industry,as well as the subsidy fund for the development of woody oil-bearing industries.Formulate the implementation plan of the camellia oleifera industry development demonstration award and subsidy projects.Implement the performance target assessment of camellia oleifera construction subsidy.Second,formulate and implement the implementation plan for the development of camellia oleifera industry in Guangyuan City.Third,use forest resources scientifically to promote the high-quality development of camellia oil and under-forest economy.Give full play to the functions of grain depot,carbon reservoir,reservoir and money reservoir,develop multifunctional camellia oleifera industry,and pay attention to the organic unity of ecological function,industrial function and cultural function.Fourth,improve the management measures for camellia oleifera seedlings.Fifth,make census and tyical investigation on the distribution of camellia oleifera.Create characteristic brands and integrate businesses by complying with policies;highlight support,mechanism and technology.Sixth,it is suggested to scientifically introduce and select suitable high-quality and high-yield new varieties of camellia oleifera,construct oil tea gardens and process camellia oleifera seeds,so as to cultivate main body,build famous brands,explore markets,improve experts'science and technology service system,promote deep industrial integration,and facilitate the high-quality development of the whole industrial chain in the whole life cycle in an all-round manner.Seventh,improve the direct income of camellia farmers.Eighth,actively cultivate camellia oleifera industry to make it a new growth point of forestry industry in the whole city,help the masses to increase income and live a well-off life,so as to facilitate rural revitalization.Furthermore,improve the cultivation and processing utilization level of the base,and form a good pattern of active development and competitive development.Last but not the lease,cultivate leading enterprises,parks and specialized cooperatives vigorously.Efforts should be made to increase the cultivation land of more than 0.27 million hm2 and transform land of 0.016 million hm2 by 2025,and modernize Guangyuan City's camellia oleifera industry by 2030.
