碳中和目标下多功能森林经营的生态补偿单位和碳汇补偿路径分析
Analysis of forest ecosystem services payments units and carbon sink payments paths for forest multifunctional management under carbon neutrality goals
在当前碳汇需求和森林质量提升导向下,传统的商品林和公益林森林分类经营方式对于引导发挥碳汇目标的能力和对象不明确,生态系统多功能性为森林经营管理提供新的视角,森林多功能管理的目标促使我国对森林经营模式由过去的公益林和商品林的二分经营模式向更细化的三种类型模式转变,"多功能兼用林"为探索更为多样化的森林经营方式、满足多种效益包括碳汇目标提供了可能,因此需要有效的森林生态效益补偿模式和碳汇补偿方式激励多功能经营措施。本研究探索以多功能兼用林为着力点,一方面分析了政府补偿制度下多种森林生态效益补偿单位的合理性、对多功能经营措施提升碳汇能力的激励性,得出蓄积增量是评价森林多功能性和激励碳汇能力提升的有效因子和单位。另一方面探索了碳汇价值补偿路径作为多功能森林经营市场化价值实现路径的可行性,分析了碳票、碳汇银行、碳普惠等新型碳汇价值实现路径在价值转化方式、补偿范围、补偿对象、核算方式方面的特点,为多功能兼用林实施碳汇补偿提供借鉴依据。森林多功能经营需要多元化的补偿路径,本研究可为我国森林实施多功能经营方式的补偿与激励提供依据。
Under the current demand for carbon sinks and forest quality enhancement,the traditional forest classification management of commercial forests and ecological public forests is not clear to lead to the goal of carbon sinks,and ecosystem multifunctionality provides new perspectives on forest management,the goal of multifunctional forest goal management has prompted China to change its forest management mode from the previous dichotomous mode to three types of forest management in a more detailed way.The"multifunctional forest"provides the possibility to explore more diversified forest management methods and to meet the objectives of multiple benefits,including carbon sinks.Therefore multifunctional forest requires effective compensation for forest ecological benefits and carbon sinks to incentivise multifunctional management measures.This study focuses on multifunctional forests,on the one hand,it analyses multiple units of forest ecological benefits compensation under the government's compensation system,analyses the incentives of units for multifunctional management measures to enhance carbon sink capacity,finally concludes that the volume increment is an effective factor and unit for evaluating forests multifunctionality and ecouraging carbon sink capacity.On the other hand,we explored the feasibility of forest carbon sink value compensation path as a market-based value realisation for multifunctional forest management,in which we analysed the characteristics of carbon sink value realisation paths such as carbon ticket,carbon bank,and carbon universal benefit in terms of the value transformation method,compensation scope,compensation target,and accounting method,so as to provide reference for implementing carbon sink compensation to ecourage multifunctional forests.Multifunctional forest management requires diversified compensation paths,and this study can provide a basis for the incentives for the compensation of multifunctional forest management in China.
