英文摘要

The forest chief system is an important institutional innovation in forest governance during the deepening of the reform of the collective forest tenure system. It reconstructs the system of inter-departmental collaboration. However, the academic community has paid insufficient attention to the formation and promotion mechanism of the forest chief system.Based on sample data from the implementation of the forest chief system at the county level in Anhui Province from 2010 to 2020,this paper deconstructs the implementation process of the forest chief system using the multiple streams theory under the pressures of hierarchical experimentation and peer pressure, and conducts an empirical analysis using event history analysis. The study finds that the policy stream represented by per capita forestry expenditure and the proportion of forestry output value in GDP,as well as the political stream represented by the work experience and tenure of county leaders, are key factors driving the implementation of the forest chief system. However, unlike related studies, the results of this paper indicate that due to the complexity of forest governance, the problem stream represented by per capita forest area and the frequency of forestry-related words significantly inhibits the implementation of the forest chief system. In addition, under China's unique context, hierarchical experimentation as a form of institutional innovation holds a special position, and the pressures from higher-level authorities and peers are important factors in promoting the implementation of the forest chief system.
